Aqua America, Inc. is one of the largest investor owned water utility companies in the nation. Aqua provides water and wastewater services to approximately 3 million people in 9 states and continues to grow its operations through acquisitions. We are presently looking for an Environmental Compliance Manager in the Austin, TX area.
The Environmental Compliance & Engineering Manager assures that Aqua Texas water and wastewater plants and systems are in compliance with environmental regulations and permits and coordinates engineering efforts on environmental and other utility projects. This involves managing and coordinating the completing and filing of environmental reports; tracking and documenting regulatory compliance with Texas Commission on Environmental Quality (TCEQ), notices of violation (NOVs) and other TCEQ administrative actions; overseeing and/or preparing correspondence, consumer confidence reports (CCRs) and new applications for wastewater permits and permit renewals; developing and maintaining working relationships with State regulators; and providing engineering and project management relative to capital budgeting, plan and design review and construction oversight.
RESPONSIBILITIES AND DUTIES:
Tracks compliance with the TCEQ; works with Area Managers (AMs) and Field Supervisors (FSs) to track and document improvement projects to meet timelines for outstanding requirements in their areas; and, prepares quarterly reports to the TCEQ on compliance status.Directs the efforts of 2 compliance coordinators and oversees the activities of consulting engineers involved with compliance and utility capital improvement projects.Assists the VP of Operations and Engineering to review and oversee all major engineering projects to assure contractual obligations are being met and agreed upon engineering specifications are being followed; review and prepare capital budgets; provide construction oversight; conduct due diligences relative to capital and compliance requirements.Tracks status of outstanding NOVs; works with AMs and FSs to track and document improvement projects necessary to comply with outstanding NOV critical timelines; keeps the Regional Manager (RM) apprised in advance of any deadlines that cannot be met; and prepares correspondence to TCEQ.Oversees preparation and distribution of annual CCRs to each Aqua Texas customer in Texas.Prepares permit applications for new wastewater plants and water plant discharges and wastewater permit renewals (approximately 12 per year).Develop and/or maintain expertise in state and federal environmental rules and regulations and serve as a resource to AMs, FSs, and other operations staff.Develops and maintains effective working relationships with TCEQ regional and central office staff and Aqua Texas operations staff.Prepares new or amended Drinking Water Monitoring Plans and Vulnerability Assessments.Visits each of the Aqua Texas water and wastewater plants every five years (approximately 100 per year) to identify potential compliance issues and maintain familiarity with operations; accompanies operations staff and TCEQ inspectors on routine and special inspections at least 12 times per year to maintain familiarity with expectations of TCEQ inspectors.
SPECIAL EDUCATIONAL OR REGISTRATION QUALIFICATIONS:
Bachelor’s Degree in civil or environmental engineering or a related field; and five (5) or more years of full time experience working in the water and/or wastewater industry. Experience with TCEQ water or wastewater system inspections and/or actual experience working for TCEQ in public drinking water or wastewater utility regulation is also preferred.
Knowledge, Skills and Abilities:
Must be familiar with water and wastewater environmental laws and regulations; Must be familiar with water and wastewater standard engineering and construction rules and practices; Must demonstrate excellent verbal and written communications skills as evidenced by the ability to interact both face-to-face and via telephone with professional personnel; Ability to interpret and analyze regulatory rules and documents; Ability to promote, establish and maintain effective working relationships; Ability to work independently and exercise initiative in accomplishing tasks without direct supervision; and the ability to use personal computer software with word processing, spreadsheet and database applications.
Certificates and Licenses:
Texas Professional Engineer License (Preferred)
TCEQ Class “C” or higher Groundwater License (Preferred)
TCEQ Class “C” or higher Wastewater License (Preferred)
Texas Class “C” Driver’s License (Required)
Special Requirements: Requires moving up to 25 pounds of paper, documents or equipment; Traveling 30% of the time may be required for this position.
