San Jose State University is the leading engineering and business school supporting Silicon Valley, and it is home to the Mineta Transportation Institute, a national university transportation center offering accredited graduate education programs related to surface transportation. The City of San José operates under a Council-Manager form of government; the City Council consists of ten Council Members elected by district and a Mayor elected at-large. The City has 14 departments, along with other strategic functional and Council-appointed professional groups, that are organized into City Service Areas (CSAs). The 2013-2014 Operating and Capital Budgets for the City total $2.64 billion. The 5,650 city employees are represented by 11 bargaining units that have strong and active leadership.

Public Works is one of the largest Departments in the City of San José that consists of a staff of 525 with an annual operating budget of $89 million. The Department has a wide range of responsibilities, including the development and implementation of the City’s capital improvement program, management of the City’s fleet and facilities assets, engineering review and approval of land development proposals, and animal care and services.

The Director’s Management Team includes the Assistant Director and four Deputy Directors with responsibility for these services.

The Department is organized into nine functional divisions: Facilities Management, Fleet Management, Animal Care and Services, Development Services, City Facilities Architectural Services, Engineering Services, Transportation and Hydraulics Services, Labor Compliance; and the Director’s Office/Administrative Services.

To provide excellent service in building a smart and sustainable community, maintaining and managing the City’s assets, and serving the animal care needs of the community.


The Deputy Director of Facilities and Fleet Management reports directly to the Public Works Department Director, and provides leadership and direction to the Building Management Administrator, who leads the Facilities Management Division and the Fleet Manager, who leads the Fleet Management Division. The duties of this Deputy Director – Facilities and Fleet Management position include:

•Participate in and advise the Director in the planning and formulation of Department policy.
•Provide direct supervision over Facilities and Fleet Management Division’s operations.
•Plan, direct, counsel, provide guidelines and track progress of the divisions under his/her direction toward achievement of city and Departmental goals and objectives.
•Respond to requests for information or assistance from the Mayor and City Council members as needed.
•Work closely with other divisions and departments within the City to ensure the Department provides them with excellent customer services and partners with them in delivering services to our residents.
•Takes responsibility for enhancing the department’s services by working successfully with City staff, elected officials, other stakeholders, and the public.
•Models and supports the use of the City values to guide the department’s efforts.
•Creates and supports new concepts and innovations to improve operations and service delivery.
•Represents the Department in City Council meetings, community meetings, and intergovernmental and internal meetings as needed.


•Relationships with our customer’s diverse facility and fleet needs.
•Technology to execute, track, and improve our services.
•Public-private partnerships to deliver services more efficiently.
•Strategies for addressing deferred infrastructure maintenance.
•Implementation of the City’s Green Vision goals.


The ideal candidate is an accomplished, results-driven executive who has exceptional leadership, communication and interpersonal skills. She/he should have experience with some elements of the department’s service portfolio described above, and the ability and willingness to learn the other elements. Candidates should have a proven track record of building strong, collaborative relationships with stakeholders of all kinds, including residents, businesses, elected officials, and other professional staff. Candidates should also be comfortable working in a fast paced environment and have the capacity to drive forward with high priority initiatives while managing daily workload.

Requirements for the position include a bachelor’s degree from an accredited college or university in business, public administration, or related field; and six (6) years of increasingly responsible senior level experience in a similar professional environment.

Experience managing a work unit equivalent to a major division within a City operating department is desirable.


The annual salary range for Deputy Director is from $99,205 - $154,532. The actual salary will depend on the qualifications and experience of the individual selected. The City provides an excellent array of benefits, including:

•Retirement – Competitive retirement system with full reciprocity with CalPERS.
•Health Insurance – The City contributes 85% towards the premium for the lowest cost plan. There are several plan options.
•Dental Insurance – The City contributes 100% of the premium of the lowest-priced plan for dental coverage.
•Life Insurance – The City provides a term life policy equal to two time the employee’s annual salary.
•Holidays – The City observes 14 paid holidays annually.
•Personal Time Off – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Executive leave of 40 hours is granted annually. Sick leave is accrued at the rate of 8 hours per month.
•Deferred Compensation – The City offers an optional 457 Plan.
•Professional Development Program – Up to $1,000 per year reimbursement
•Long Term Disability – Option to purchase long-term disability insurance to subsidize income in the vent of a non-work related injury or illness.
•Employee Assistance Program (EAP) – The City provides a comprehensive range of services through the EAP.
•Flexible Spending Accounts (Medical/Dependent Care) –
City participates in Dependent Care Assistance and Medical Reimbursement Programs.
