Performs a variety of administrative, technical, and professional civil engineering duties in the Engineering Division within Public Works. Position will serve as project engineer on projects such as roadway, stormwater, water, and wastewater projects. Position will also review private development plans for compliance with codes and standards including review of building permits, collection of tap fees, and will perform on-site construction inspections during building construction. Minimum requirements: bachelor’s degree in Civil Engineering or closely related field, minimum of 2 years civil engineering experience, and hold an Engineer-In-Training certification in the State of Colorado. Preferred requirements: hold a Professional Engineering certification in the State of Colorado. Civil engineering knowledge as related to municipal applications is highly desired. GENERAL PURPOSE
Performs civil engineering duties as a part of the Public Works Department including design, plan review, and construction inspection, meeting facilitation, and project management.

SUPERVISION RECEIVED
Under direct supervision of the City Engineer.

SUPERVISION EXERCISED
Some supervision of administrative, maintenance, engineering, or consulting staff as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Reviews private project development plans for compliance with codes, regulations, standards, adequacy of applications for permits, and compliance with approved plans. Provides reviews of technical information such as soils reports, drainage studies, and traffic studies.
2. Serves as project engineer on all phases of capital improvement projects as assigned, such as roadway, stormwater, water and wasterwater projects. Duties include but are not limited to preparation of construction plans or review of consultant work, development of specifications, preparation of bid documents, cost estimates, bid advertisement and evaluation, contract management, project inspection and documentation, utility coordination, and project close out.
3. Assists with departmental financial activities such as accounts payable, purchase requisitions, project cost tracking, and annual budget preparation in accordance with City procedures.
4. Reviews building permits and collects tap fees.
5. Performs on-site construction inspections during development and building construction to ensure compliance with plans, permits, engineering standards and specifications, and applicable regulations.
6. Provides customer service by appropriately responding to complaints, suggesting solutions, and coordinating resolution. Proactively identifies and resolves potential project conflicts. Coordinates with other departments as needed.
7. Assists with management of the construction inspection program by reviewing construction site management plans, monitoring sites for compliance, issuing permits, issuing stop work orders and correction notices, resolving disputes and other related duties.
8. Works with contractors to proactively resolve issues. Acts as liaison between contractors, property owners, and general public to minimize impacts of construction.
9. Assists with water and sewer programs such as conservation, irrigation audits, backflow prevention inspections, cross connection investigation, and sand/oil/grease interceptor inspections
10. Assists in implementing and evaluating the City’s construction testing and inspecting program for public infrastructure.

PERIPHERAL DUTIES
1. Assists in preparation of feasibility studies and master plans.
2. Attends, leads, or makes presentations at public meetings (Boards, Commissions, Council, etc) as assigned.
3. Assists with administering the City’s water testing requirements. Conducts field testing for City water and wastewater projects.
4. Assists the City Engineer in policy and procedure development.
5. Assists in determining engineering needs and recommending policies/procedures to improve engineering effectiveness or efficiency.
6. Follows department and project budgets.
7. Examines work for exactness, neatness, and conformance to policies and procedures.
8. Determines applicable codes, regulations, and requirements for assigned projects.
9. Coordinates with other department’s staff as needed.
10. Maintains contact with consulting engineers, construction project engineers, City, County, State and Federal agencies, professional and technical groups and the general public regarding division activities and services.
11. Assists with maintaining the Department’s Geographic Information System (GIS) data including layer manipulation and attribute inputs Maintains spreadsheets to track work tasks and maintain record documentation of infrastructure construction
12. Maintains a variety of logs and records related to inspections. Compiles information and prepares inspection reports as required.
13. Proactively seeks grant opportunities available for public infrastructure improvements including completion of technical aspects of grant applications, scheduling and conducting meetings with various granting agencies, ensuring that project plans, contract language, and execution is in line with grant stipulations
14. Composes, types, processes, and delivers departmental correspondence such as letters, presentations, resolutions, ordinances, or contracts that may be complex and/or confidential. Prepares correspondence; make reservations and travel arrangements for meetings, seminars, and conventions.
15. Provides administrative assistance to Division and other Department staff. Assists in managing department administrative activities to create optimal work flow.
16. Assists with managing and maintaining department file system.
17. Performs work in accordance with safety policies and procedures.

MINIMUM QUALIFICATIONS
(A) Bachelor's degree in civil engineering or closely related field; and
(B) A minimum of two (2) years civil engineering experience. Must have civil engineering knowledge, particularly as it relates to municipal applications;
(C) Hold an Engineer-in-Training Certification (EIT) in the State of Colorado or equivalent certification in another state with the ability to obtain certification within the State of Colorado within six months; or
(D) Any equivalent combination of education and experience.

PREFERRED QUALIFICATIONS
Hold a current certification as a registered Professional Engineer in the State of Colorado or equivalent certification in another state with the ability to obtain certification within the State of Colorado within one year of employment; or

Necessary Knowledge Skills and Abilities:
(A) Knowledge of civil engineering principles, practices, and methods as applicable in a municipal setting;
(B) Ability to interpret and implement applicable City policies, laws, and regulations affecting Department activities;
(C) Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, City officials and the general public;
(D) Ability to read and interpret civil drawings, site plans, and specifications;
(E) Makes accurate and effective engineering computations, estimates, and designs in the preparation of plans and specifications; and
(F) Establishes and maintains effective working relationships with officials, employees, consultants, contractors, and the public
(G) Knowledgeable in conducting engineering research and skill in compiling detailed reports;
(H) Skill in the use of engineering field and office instruments;
(I) Basic skills in using Computer Automated Drafting (CAD) and/or Geographic Information Systems (GIS) programs as well as office software programs.

SPECIAL REQIREMENTS
(A) Must possess a valid Colorado Driver’s license or have the ability to obtain one prior to employment; and
(B) Must be physically capable of moving about construction work sites.

TOOLS AND EQUIPMENT USED
Personal computer, including word processing, spreadsheet, data base, GIS, and CAD software; engineering calculator; surveying and measuring equipment; motor vehicle, phone, mobile and portable radios.

Work is often performed in field settings. Considerable outdoor work is required in the inspection of various land developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch, or crawl, talk, hear, and smell.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
