About Farmington Public Works Department The Public Works Director organizes, manages, and directs all activities of the Public Works Department, including Engineering and Construction Division and Water, Wastewater and Sanitation Utilities. Within the Engineering and Construction Division are City Engineering, Survey, Streets, Traffic Engineering, and Construction Inspection. Operations for Water, Wastewater and Sanitation are provided through contracted services. The Public Works Department has 54 full-time employees with a combined budget of $55,756,022 for Fiscal Year 2014. The Public Works Director reports to the City Manager and is an “at will’ employee. As the Director, the selected candidate works closely with the City’s Public Utilities Commission regarding matters of the Water, Wastewater, and Sanitation. Members of the Public Utilities Commission are appointed by the Mayor and confirmed by the City Council. The Farmington Public Works Department consists of Public Works Administration, Engineering, and Construction , Water/Wastewater, and Sanitation Utilities. The following is a more detailed description of those functions: Public Works Administration: The Administration Division is responsible for the oversight and direction of the department’s two major organizational divisions which cover ten functional areas. These divisions and functional areas of responsibility are as follows: Engineering and Construction: Includes Construction Inspection, Drafting, Engineering, Survey, Traffic Engineering, and Streets (responsible for street maintenance, weed control, snow removal and street sweeping activities.) Water/Wastewater (including recycling), and Water Rights Management: At the present time, through contracted services, FH2M Hill provides for the operations of the City’s two water treatment plants and the City’s Wastewater Plant. Solid Waste and Recycling is provided for by Waste Management.

Education and Experience The successful candidate must possess a Bachelor’s degree in public administration, business management, engineering, or related field, or Master’s degree. Substantially high level of professional experience in municipal government, public works, or any combination of experience, education, or training that demonstrates the applicant has the leadership competencies necessary to fulfill the position.

Valid driver’s license with an acceptable driving record for the past three years in New Mexico, or state of current residency, is required.

Compensation and Benefits The hiring range for this position is $99,100 to $121,788 annually, depending on qualifications and experience. A full range of leave and insurance benefits is provided. The City of Farmington is self-insured and has several programs to help employees manage the cost of healthcare. A mandatory deduction of 10.65% of gross wages is required to contribute to Public Employees Retirement Association (PERA) with the City of Farmington contributing an additional 9.15% on the employees behalf. Employees may also contribute to a deferred compensation plan. A tuition reimbursement program is also available.
