The Village of Glenview is located in northern Cook County 20 miles from downtown Chicago in the second tier of communities west of Lake Michigan. The current population is 44,692 and covers 13.5 square miles.


Job Description:
This is a supervisory position overseeing all functions and personnel within the Engineering Services Division of the Capital Projects/Inspectional Services (CPIS) Department and reports to the Director of CPIS. The Engineering Services Manager is accountable to the Director of CPIS, Village management and the public for the overall effectiveness and efficiency of the operations performed by the Engineering Services Division. Work involves responsibility for planning, organizing, coordination and directing the activities of professional engineering services for public services and other municipal functions, private improvement projects, reviewing designs and plans and preparing specifications for all projects.


Essential Job Functions:
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Manages workload and performance of village staff within the Division, contractors and consultants. Manages all phases of assigned public capital improvement construction projects including estimating costs, providing budget information, design and layout management, and competitive bidding administration. Attends public bid/proposal openings and evaluates bids/proposals received for various capital improvement construction projects and prepares written reports, analyses, bid/proposal tabulations, recommendations and Village Board resolutions relating to the acceptance of bids/proposals and awards of contracts/professional service agreements. Meets with community development partners, such as developers and engineers to communicate and explain Village requirements including flood plain related issues. Manages private engineering review process and inspections, outside agency reviews and permitting. Reviews “in progress” and “final” engineering drawings, plans and specifications for various capital improvement construction projects prepared by outside consultants for ability to construct, completeness, accuracy and conformance to all Village, state, federal and other applicable codes, regulations, and engineering standards. Maintains project files, records, and other project documentation in accordance with applicable regulations and laws. Coordinates the acquisition of easements or rights-of-ways necessary for various capital improvement construction projects. Resolves problems of design, materials and processes proposed in connection with new construction and major repairs. Investigates and resolves service requests, including drainage complaints, from the public and follows up with customers and residents. Represents the Village with general public, acting as a spokes-person for Village engineering policy before the Village Board and/or at public hearings. Prepares for and represents the Village in meetings and determines what issues are to be discussed and what questions may arise and prepares responses that are consistent with Village policies and practices. Interacts with the public, various Boards and Commissions and other agencies. Manages implementation of the Village’s stormwater master plan. Provides technical engineering advice to department heads and Village staff and coordinates efforts with the Public Works Department and other departments as is appropriate.


Minimum Qualifications:
Bachelor’s degree in Civil Engineering or a closely related field; minimum of seven year of experience, including at least three years at a supervisory level; or an equivalent combination of experience and training. Professional Engineer’s license and valid Driver’s License is required.


Skills and Abilities Required:
The ideal candidate will have the ability to work with mathematical concepts such as probability and statistical inference and fundamentals of plane and solid geometry and trigonometry and the capability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. The ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. The ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. The ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents. The ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. The ability to accurately estimate the cost of engineering alternatives and the ability to design various improvements and structures such as streets, parking lots, curbs and gutters, storm drains, sanitary sewers, water lines, lift stations, and buildings. The ability to prepare clear, comprehensive, and concise technical reports and evaluations of engineering problems. The strong ability to communicate clearly, both verbally and in writing and effectively present information to top management, public groups and/or Village Board. The ability to concentrate and solve problems and perform multiple tasks under time constraints and deadlines. The ability to establish and maintain effective working relationships with contractors, developers, residents, elected officials and Village employees. The successful candidate will also have intermediate/advanced skill in word processing and spreadsheet (Microsoft Word and Excel) computer technology.


Knowledge Required:
The ideal candidate will have a working knowledge of State and local codes and ordinances relative to civil engineering and construction work; applicable municipal codes, regulatory rules and regulations and procedures of IDOT, ISTHA, CCHD, MWRD and IEPA; principles of construction and municipal engineering; design and construction of general public works projects; principles and practices of civil, structural, hydraulic and flood control. A thorough knowledge of engineering as applied to the preparation of plans, designs, estimates, and specifications for public works/utilities engineering projects; surveying, staking, inspection and related construction inspection procedures, materials, equipment, and methods; principles and practices of administrative management in the public sector; and thorough understanding of civil engineering design procedures related to storm water management, site development, water distribution and sewage collection systems, and traffic.
