The City of Bellevue, WA is currently recruiting for a Deputy Director in the Utilities Department. This position will report to and assist the Utilities Director in leading the Department in all areas and acts as Utilities Director in his/her absence. In addition, the Deputy provides direction and leadership to the Utilities Department’s internal functions and operational areas including oversight and direct supervision of Assistant Directors for Utilities Operations & Maintenance and Engineering. Work includes development and implementation of the department’s strategic planning efforts, policy development and implementation, program planning and development, budget development and administration, department and business unit administration, organizational development, and staff supervision. The Deputy Director represents the department to the community, City Council, City Manager, Environmental Services Commission, other City departments, and outside agencies. Provides support to the City’s Leadership Team in variety of City-wide organizational endeavors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Leads and manages the development and implementation of the Department’s strategic planning efforts; oversees daily operations of department’s three divisions.
• Oversees the preparation of annual work plans, and performance management systems; ensures that programs and divisions function within budget appropriations.
• Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments, community organizations, advisory boards and citizens.
• Allocates, directs, motivates and evaluates department personnel to help: (1) achieve their individual goals; (2) collectively achieve the department’s mission; and (3) lead to employees growth and accountability for their actions.
• Monitors performance of work programs and projects; allocates necessary resources.
• Serves on the City’s Emergency Operations Board in the event of natural or man-made disasters.
• Prepares and presents material to the City Council, City Manager, other officials, and official boards when required.
• Serves as the Department liaison to the City’s Environmental Services Commission.
• Participates in and represents the City and department in labor negotiations with represented employees.
• Represents the Department at professional and governmental meetings, citizen advisory committees, regional agencies, and to the media; stays abreast of trends and innovations in the field of utilities and public works.
• Assists the Director in organizing and leading the Utilities Management Team in responding to Department and City-wide issues.
• Represents the Department on inter and intradepartmental management teams in the areas of automation, financial, policy and regional issues.
• Supervises staff in the areas of training, mentoring, teamwork, hiring and labor relations.
• Recruits and retains qualified personnel consistent with applicable laws, regulations and procedures.
• Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
• Reviews and obtains proper interpretations, where necessary, of the laws, rules and regulations affecting operation of a multi-faceted utilities system.
• Acts as Utilities Director in his/her absence.
SUPERVISION RECEIVED AND EXERCISED
• Works under the broad policy guidance of the Utilities Director.
• Exercises supervision over Utilities Divisions Assistant Directors and administrative support staff either directly or indirectly through supervisors, as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
• Graduation from an accredited four-year college or university with a degree in civil engineering or other related fields, an MS or MPA is preferred.
• Eight or more years of progressively responsible related experience in a management capacity within public utilities and/or public works; prior experience as a director, deputy director or assistant director (or equivalent position) in a public utilities or public works agency or city government preferred.
• Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
• Professional Civil Engineering license preferred.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
• Exercise initiative and creativity in performing duties; develop and achieve department goals and objectives.
• Ability to prioritize work, meet multiple deadlines and adapt to dynamic and changing priorities.
• Knowledge of the principles, practices and procedures of public and business administration as applied in a large organization.
• Considerable knowledge of state and federal legislative processes; considerable knowledge of federal/state regulatory requirements.
• Familiarity and experience with emergency operations including National Incident Management System and Incident Command System protocols and operations; ability to effectively lead emergency response efforts.
• Skill in effective, clear and persuasive oral and written communications to individuals and groups.
• Ability to negotiate and administer contracts with outside vendors and service providers.
• Ability to provide leadership, counsel, motivation and constructive performance reviews to department personnel at all levels, securing their respective commitments to the department’s goals.
• Skill in resolving conflicts and gaining cooperation among competing interest groups.
• Skill in identifying, implementing, and refining the department’s organizational structure to generate desired results as efficiently as possible.
• Analytical skills and knowledge of budget process and accounting principles, practices and procedures as applied in a large organization.
• Proficiency in the use of office equipment, computers and MS Office software programs (Word, Excel, PowerPoint, etc.)
• Understanding of the City’s political environment and sensitivities; ability to function effectively within that environment.
• Ability to establish positive working relationships with department divisions, other City Departments, policy makers, City Manager’s Office and external stakeholders.
