Under general supervision, leads and coordinates Fleet Services Division (FSD) customer service programs; assures customer service issues are properly addressed and resolved; schedules and prioritizes fleet repairs and maintenance activities.

Essential duties and responsibilities may include, but are not limited to, the following:

Plans and supervises the maintenance and repair of City vehicles, equipment, and related assets; assures the quality of the FSD services and work products.Supervises FSD operations, and repair and maintenance shops; exercises independent judgment within broad policy guidelines; evaluates maintenance and repair issues, and develops solutions.Supervises the allocation and utilization of budgeted funds; assures that quality and safety standards are met, appropriate services are provided, and warehouse inventory of repair parts and supplies is properly maintained.Monitors FSD operations; verifies compliance with safety regulations, and quality standards; assures customer service issues are properly addressed and resolved.Supervises FSD staff, develops priorities, and assigns tasks and projects; evaluates performance, and resolves workload and technical issues; develops staff skills and training plans; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, equipment, and technical issues.Supervises a variety of technical issues, including preventive maintenance plans and schedules, training, maintenance information system, and compliance with operating procedures and safety standards.Monitors budgets and expenditures; collects operational information, and compiles data for reports.Develops programs to promote energy savings, and develop environmentally responsible and resource-efficient fleet management techniques.Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, and complies with all City policies and procedures.Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.


Education, Training and Experience Guidelines
High School Diploma or GED equivalent; AND five years experience in the maintenance and repair of automotive and mechanical equipment, including two years of supervisory experience, preferably in a fleet management environment; OR an equivalent combination of education, training and experience.

Knowledge of:

City organization, operations, policies and procedures.State and Federal laws governing fleet management, procurement, and records management.Techniques and practices for efficient and cost effective management of resources.Current business practices for efficient delivery of fleet maintenance services.Theory, principles and practices of vehicle fleet cost control and preventive maintenance programs.Methods, tools and equipment used in the repair of vehicles and heavy equipment.Safety rules, regulations and occupational hazards in repair shop environments; including OSHA Material Safety Data Sheets (MSDS) for use and storage of hazardous chemicals in the workplace.Environmentally responsible and resource-efficient fleet management techniques.

Skill in:
Analyzing fleet management problems, evaluating alternatives, and recommending methods, procedures and techniques for resolution of issues.Interpreting and applying Federal, state and local rules and regulations; and City policies and standards.Supervising staff, delegating tasks and authority, and coaching to improve staff performance.Assessing and prioritizing multiple tasks, projects and demands.Tracking and analyzing vehicle and equipment costs and usage patterns.Using initiative and independent judgment within established procedural guidelines.Maintaining and analyzing fleet management records and files.Promoting and enforcing safe work practices.Operating a personal computer utilizing standard and specialized software.Establishing and maintaining effective working relationships with co-workers and the public.Communicating effectively verbally and in writing.

A valid Class “A” Arizona State Commercial Driver’s License is required within six (6) months of hire. Technical certifications from National Institute for Automotive Service Excellence (ASE) and a Fleet Management Certification from an accredited organization is preferred and may be required.PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment, and in repair and maintenance facilities; moderate physical demands; strength sufficient to lift and move items weighing up to fifty (50) pounds; may be exposed to safety hazards and dangerous tools and equipment; requires vision capacity to perform fine calibrations and differentiate between colored wires.
