The City of Houston’s Department of Public Works and Engineering (PWE) invites interest and applications from highly qualified individuals for the position of Assistant Director in the Drinking Water Operations Branch in the Public Utilities Division.


The City of Houston’s Department of Public Works and Engineering provides many services that directly affect the daily lives of those who live and/or work in Houston. Six divisions deliver the Department’s key products and services that include streets, drainage, traffic controls, drinking water production and distribution, waste water collection and treatment, new and replacement infrastructure, developmental services and utility customer account services. PWE is staffed with a highly trained, diverse workforce of approximately 3,900 employees and has an annual budget of $1.2 billion.

The Public Utilities Division produces and delivers drinking water and collects and treats waste water for the 2.1 million citizens of the city of Houston. The Water and Waste Water systems provide services over 640 square miles within the city limits and for other customers, both retail and wholesale, in the surrounding areas.


Under the guidance of the Deputy Director, this Assistant Director will direct the maintenance of the water distribution system to increase its life expectancy by performing preventive maintenance, repairs, and replacement of infrastructure as defined in the performance measures. These include, but are not limited to a defined response time to request for service or repair, continue fire hydrant rehabilitation program, and large diameter valve maintenance. Further, this position is responsible for the supervision and development of the annual operations and maintenance budget for the Distribution Maintenance Group within Drinking Water Operations. This includes monitoring expenditures to ensure funds are being used appropriately and providing information to develop capital projects that will improve the efficient operations of the organization. For the Distribution Maintenance Group to be successful, the Assistant Director must have the skills and experience to effectively direct and coordinate employee activities, monitor performance, enhance employee skills and meet productivity standards to achieve branch goals. Job matching and employee development are key components of creating a highly skilled and effective workforce. The successful candidate will participate and work closely with other directors and managers on common Public Works and Engineering goals.


Minimum requirements for this position include a Bachelor’s Degree in Business Administration, Public Administration or a closely related field and seven (7) years of administrative experience, with at least three (3) of those years in a managerial capacity. A Master’s Degree may be substituted for two (2) years of experience. A valid Texas Driver’s License and compliance with the City of Houston policy on driving (AP 2-2) is required.
