About the Sustainable Infrastructure Manager Position

We are looking for a forward thinking leader to develop a robust asset management program to lead us into the next era.

The ideal candidate will be an enthusiastic self-starter who can move forward with little day-to-day direction. We are looking for someone who can unite multiple departments toward a common goal and is not afraid of a challenge. This position will be developing a new, groundbreaking program and the successful candidate must have strong initiative, teamwork, and communication.

Position Summary
The Sustainable Infrastructure Manager (SIM) will provide the leadership and knowledge to advance a holistic approach to asset development and management. The SIM is responsible for developing, implementing and overseeing the Infrastructure Asset Management Program. The program involves leading a cross-functional asset management team to assess the condition of the District’s wastewater infrastructure and to develop prioritized, long-term needs-based plans using life cycle cost information, triple bottom line analyses, and other criteria related to assets and decision-making.

Responsibilities
• Develop and run the Asset Management Program Routinely audit, recommend, and implement
improvements to the program. Track and report progress against key performance indicators.
• Lead the Asset Management Team.
• Responsible for developing, completing, and updating the Plant Asset Management Plan and manage/conduct facilities planning efforts.
• Develop Project Business Cases as necessary – research alternatives, conduct studies, assess equipment, and develop business cases including life cycle costing and triple bottom line.
• Prepare and make presentations at all levels within and outside of the organization.
• Play an integral role in the District’s Capital Improvement Plan/Capital Budget process.
• Develop the District’s long-term asset needs projections ultimately creating an estimate of long-term financial needs, e.g,, “Nessie curve.”
• Introduce and promote advanced asset management practices in a strategic manner.
• Be involved with training and educating others related to asset management principles.
• Utilize the District’s computerized maintenance management system. Recommend changes that may be beneficial to the success of the program.


Requirements
• Candidates shall possess a Bachelor’s degree in economics, business, engineering, or a related field and a combination of six years of leadership experience in asset management, business
case analysis, capital planning, program management, or sustainability planning.
• The incumbent will be required to obtain an ENV SP credential from the Institute for
Sustainable Infrastructure within one year.
• Knowledge of advanced asset management principles and processes.
• Knowledge of sustainability principles, practices such as the Natural Step, triple bottom line and Envision.
• Skilled at facilitating diverse meetings.
• Ability to learn quickly and apply it effectively.
• Experience conducting group presentations.
• Experience with project estimating, budgets, and financial analysis.
• Preparing clear and concise written materials.
• Strong computer skills including experience with spreadsheets, databases and the Microsoft Office Suite and CAD/GIS.
• Experience using computerized maintenance management systems (CMMS).
