The City of Falls Church is recruiting for a Director, for its Department of Public Works. Individual selected will be responsible for directing the all facets of the department including the following programmatic areas: Capital Improvement, Stormwater Utility, Sanitary Sewer Utility, Transportation Infrastructure, Solid Waste Management, Urban Forestry, Government Facilities, Government Fleet, and Private Development Site Compliance. Staff includes engineers, program managers, trades staff and administrative personnel. This position also functions as the City Engineer.

The City of Falls Church, located less than seven miles from the heart of Washington D.C., is the smallest local independent municipality in the greater Northern Virginia area. A unique enclave nestled between Arlington and Fairfax Counties; the City of Falls Church takes pride in its small town character, environmental stewardship and outstanding schools.

The Department of Public Works is in a period of expanding responsibility, including the creation of a new fee supported stormwater utility, a large capital improvement program, new sanitary sewer utility maintenance responsibilities, in addition to a wide range of maintenance and permitting responsibilities. The successful candidate will regard this position as an exciting opportunity to lead the Department of Public Works at a time of dynamic growth and change.

The successful applicant will demonstrate proven success in the management of a broad range of programs, budgets and diverse staff. The City is looking for a capable leader with sound decision-making ability, a personable demeanor, energy, and the ability to bring out the best in the employees of the department. The Director must be an effective problem solver and will facilitate interdepartmental coordination. The Director of Public Works must exhibit the values of teamwork, integrity, good communication, learning and empowerment.

Responsibilities:

  • Provides leadership for the critical services provided by the Department comprised of 40 staff including trades employees and office personnel.
  • Sets policy and programmatic direction to preserve and improve the City’s infrastructure and municipal facilities.
  • Represents the City’s interests regarding matters of engineering and public works.
  • Coordinates public works activities with other agencies.
  • Approves infrastructure and government facilities projects including detailed plans and specifications.
  • Serves as the City’s advisor in resolving disputes with private contractors or citizens concerning storm water, drainage, development engineering, and inspections and transportation related matters.
  • Prepares and manages Departments operating and capital budgets.
  • Prepares reports and presentations to citizens, City Council and management.
  • Makes field inspections of engineering and construction projects and operations to ascertain status.

Qualifications:

  • Registration as a Professional Engineer in the Commonwealth of Virginia.
  • Graduation from an accredited college or university with major course work in civil engineering or related field.
  • Ten years of demonstrated public works experience with increasing responsibility.
  • Comprehensive knowledge of the principles and practices of civil engineering, of municipal public works and public utilities administration, planning and design.
  • Extensive public sector experience in a responsible position in the engineering field.
  • Demonstrated ability to review and analyze plans and specifications for construction of public facilities, formulate comprehensive operational policies and procedures, and prepare technical reports.
  • Demonstrated ability to organize facts effectively to prepare clear and concise reports.
  • Demonstrated ability to plan and supervise diverse construction and maintenance projects and specifically the work of skilled and semiskilled workers, and to establish and maintain effective working relationships with city officials, private contractors, associates and the general public.
  • An equivalent combination of training and experience may be considered.

Hours: This is a full-time position, Monday through Friday from 8:30 a.m. to 5 p.m.

Salary & Benefits: $100,000 +, depending on qualifications.
