This is a full-time position and receives all benefits afforded to regular employees.

This position is responsible for performing, planning, directing, and organizing professional, administrative, and technical work as it relates to the Roads and Drainage Division of Public Works.

Some job functions are supervises, directs, and evaluates assigned staff; conducts interviews and makes hiring recommendations. Coordinates daily work activities of all crews and employees in the division. Manages the County’s road maintenance program; establishes policies, procedures and methods for the operation and maintenance of county roads; plans, organizes, directs and controls road maintenance and repair program; develops action plan for completing road maintenance work programs; monitors the general condition of rights-of-way; recommends modifications of existing infrastructure and installation of improvements; coordinates short-term engineering design work to ameliorate conditions; coordinates large scale engineering projects and on-going operations with other local departments and private contractors to obtain compliance with County regulations and codes; establishes quality standards for the maintenance of infrastructure; reviews effectiveness of work programs designed to meet standards; plans and directs replacement, renovation, and improvement of existing facilities; ensures that all roads operate at design capacity. Manages the County’s stormwater and drainage management program; evaluates existing system for necessary rehabilitation; prioritizes needs and implements projects for rehabilitation and replacement of stormwater drainage systems, catch basins, piping and ditches; evaluates drainage system performance deficiencies; recommends system improvements; evaluates new technologies to enhance operations; reviews construction plans and specifications to ensure compliance with County regulations and standards; maintains records of stormwater drainage system operations; investigates and recommends remedies of problems; promotes and oversees innovative designs of stormwater and drainage projects performed by staff and consultants; initiates and oversees public education programs on stormwater and drainage issues. Develops strategic and long-range plans for division operations: identifies and prioritizes various maintenance and construction projects; participates in planning efforts at the local and regional level. Prepares and administers operating budget and capital budget for division. Ensures division compliance with all applicable codes, laws, rules, regulations, standards, policies and Procedures. Oversees professional contractors and/or consultants providing services for projects: participates in the evaluation and selection of contractors/consultants. Prepares or completes various forms and reports to document division operations. Operates a computer to enter, retrieve, review and modify data. Performs other duties as assigned.

Bachelor’s Degree in Civil Engineering or closely related field is required; supplemented by four (4) years of professional engineering experience in road and sidewalk construction and stormwater management; project management, budget administration and supervision.  Must possess and maintain a valid State of Georgia Registered Professional Engineer (P.E.) Certification.  Must possess and maintain a valid driver’s license.
