As the Streets Operations Manager, you will supervise and coordinate street and stormwater maintenance activities including roadway sweeping, asphaltic rehabilitation, environmental compliance, and safety programs with other divisions, outside agencies, and the public and provide highly responsible and complex staff assistance to the Streets Division Manager.

 Examples of Job Competencies

 Knowledge of:

  • Operational characteristics, services, and activities of a street maintenance program
  • Modern and complex principles and practices of laying asphalt
  • Operational characteristics of stormwater drainage systems
  • Methods and techniques of stormwater maintenance
  • Methods and techniques of ice and snow removal
  • Principles of municipal budget preparation and control
  • Principles of supervision, training, and performance evaluation
  • Pertinent federal, state, and local laws, codes, and regulations

 Ability to:

  • Oversee and participate in the management of a comprehensive street maintenance program
  • Oversee operations of stormwater drainage crews including concrete placement and maintenance
  • Plan and direct emergency snow and ice control programs
  • Ensure program compliance with applicable federal, state, and local laws, codes, and regulations
  • Interpret and explain City street maintenance policies and procedures
  • Interpret and apply federal, state, and local policies, laws, and regulations
  • Prepare clear and concise reports
  • Communicate clearly and concisely, orally and in writing
  • Supervise, direct, and coordinate the work of lower level staff
  • Select, supervise, train, and evaluate staff
  • Establish and maintain effective working relationships with those contacted in the course of work

 Minimum Qualifications

 Bachelor’s degree from an accredited college or university with major coursework in civil engineering, construction management, or a related field.  Significant experience will be considered in lieu of a bachelor’s degree.

Four years of full-time increasingly responsible roadway and/or stormwater maintenance experience including two years of management and/or high-level supervisory experience.

Possess, or obtain upon hire, a valid Colorado driver’s license.

Desirable Qualifications

Six years of increasingly responsible roadway and/or stormwater maintenance experience including three years of management and/or high-level supervisory experience.  Prior experience managing a streets maintenance program.
