TRANSPORTATION ENGINEERING ASSISTANT
Performs professional and technical work in the management and coordination of traffic engineering programs and services that ensure vehicle, bicycle and pedestrian safety.
JOB KNOWLEDGE - Essential Functions, Knowledge, Skills and Abilities
Assists traffic engineering manager with the design, maintenance and operation of traffic signals, including the design of traffic signal coordination plans and prioritization of traffic signal maintenance.Oversees contract work on traffic signal installation, maintenance and emergency repairs. Responsible for traffic data collection and analysis including traffic counts, accident studies, multi-way stops and signal warrant studies.Utilizes CENTRACS (computerized traffic management system) for programming of traffic signals.Partners with Denver Regional Council of Governments to ensure effectiveness of traffic signal systems.Assists in the development and application of the traffic calming policy.Plans and designs street light and street name sign systems for new developments.Oversees roadway striping and signage compliance.Manages the accident record system and GIS traffic inventory system. Expert knowledge of traffic signal design, inspection and maintenance.Solid experience in traffic signal coordination and field verification.Knowledge of traffic signal master systems.Knowledge of municipal transportation/traffic management issues.
Reviews and approves traffic control plans submitted by contractors, and assists with design of plans as needed.Prepares traffic control plans for in-house projects, road closures and detours.Partners with engineering and other city divisions to ensure public safety during construction projects.Requires expert knowledge and experience with traffic control systems and standards, such as Manual on Uniform Traffic Control Devices and American Traffic Safety Services Association. Prepares and reviews sign and marking work orders.
Citizen Contact and Customer Service
Responds to citizens regarding traffic safety issues throughout the city, including but not limited to traffic signs, markings, bicycle issues, pedestrian issues, speeding issues.Responsible for assessing issues, conducting field visits, directing field studies, analyzing results of studies and producing report of findings for citizens.Represents the city at public meetings, city council meetings, and at partnering organizations.Requires strong written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel within the city and the general public in a positive, cooperative and effective manner.
SCOPE OF AUTHORITY:
Receives general supervision under the direction of the traffic engineering manager as well as the city traffic engineer on some duties. Work is typically performed independently and reviewed at completion. Requires a significant degree of initiative, independent judgment and decision making within the assigned scope of authority. Plans daily work activities and prioritizes tasks. Defined procedures cover most duties. Expected to handle different and specialized functions in department of functional area.
No direct supervision. Leads or provides functional guidance to administrative staff on some tasks. May oversee or direct the work of contract labor.
MINIMUM EDUCATION OR FORMAL TRAINING AND EXPERIENCE:
Associate’s Degree in Civil Engineering required, Bachelor’s Degree preferred, plus five (5) years of experience in traffic engineering/traffic management. Valid Colorado driver license required. Certification from American Traffic Safety Services Association and ISMA Level 2 Signal Certification required or must be obtained within one (1) year from date of hire.
