Job Summary:

The incumbent in this position coordinates transportation and utility plans, programs, projects, services and construction activities to achieve the City’s vision of developing and maintaining safe, efficient and effective multi-modal transportation facilities and utility infrastructure. Essential Duties & Responsibilities:

Maintain contact with ACHD and ITD planners, designers, and project managers for coordination efforts.

Collaborate with Planning to ensure that the City’s interests are well thought out and consistently represented to ACHD and ITD;

Interact with the Public to communicate the City’s transportation vision and strategies for accomplishing it;

Attend public forums on transportation programs, projects and services to understand community issues and provide information;

Provide technical transportation analyses for Planning, City Council, and other customers;

Coordinate with Engineering to identify infrastructure needs in conjunction with ACHD / ITD projects;

Provide input to ensure that funding is available for utility work in conjunction with ACHD / ITD projects;

Plan, manage and/or oversee utility infrastructure and transportation improvement projects;

Work with consultants to develop scopes of work for design in conjunction with ACHD / ITD projects;

Administer utility construction projects in conjunction with ACHD / ITD projects;

Coordinate development of cooperative agreements with ACHD and ITD;

Review ACHD’s Five Year Work Program and ITD’s Transportation Improvement Program, disseminate information to City leaders and staff, and provide feedback and input to ACHD and ITD to ensure planned projects meet the current and future needs of Meridian;

Review ACHDs Design and Construction Review Report and take appropriate action to ensure that City utility needs are adequately planned for;

Establishes street lighting specifications and design guidelines. Provides input on streetlight locations for new development, and coordinates maintenance of existing street lights. Plan and implement the City’s capital street lighting projects;

Coordinate with City Leaders, Staff (Including Fire and Police), ACHD, and ITD to develop and enforce City Roadway Design Standards for new construction and maintenance;

Assist in inspecting ACHD construction and maintenance projects to insure that standards and best practices are achieved;

Coordinate development of pathways and transportation corridors with Planning and Parks;

Review plans and specifications for materials and equipment;

Write RFP/RFQs and select consultants for appropriate work;

Review the work of consultants to ensure timely completion of their contractual obligations;

Observe the progress of construction projects to ensure timely completion, and compliance with plans and specifications;

Administer contracts for consultants and construction projects to ensure their financial integrity and accuracy;

Provide service for call-in and walk-in customers;

Coordinate with ITD and ACHD to optimize traffic operations;

Other Duties & Responsibilities:

Perform other duties as assigned;

Able to provide contact with the public, attend evening meetings and be " on call" for emergencies.

Job Specifications:

Bachelors of Science degree in Civil Engineering and passing score on the Fundamentals of Engineering (FE) Examination;

Experience in design and construction of transportation projects and coordination with utilities;

Experience in transportation engineering is preferred;

Experience in traffic analysis including computer modeling is a plus;

Experience in street lighting design is preferred;

Experience in project management methodology and its support tools (e.g., MS Project);

Ability to communicate clearly and concisely;

Ability to plan, coordinate, direct, and oversee the work of consultants, engineers, contractors, inspection, clerical and other personnel;

Must display an attitude of cooperation and the ability to work well with others.

Other Position Requirements:

Must be able to perform duties in inclement weather conditions.

Computer Skills

: Microsoft Office (Word, Access, Excel, Outlook, Powerpoint), Computer Aided Drafting, GIS software, transportation modeling software, and Microsoft Project.


Must hold a valid State of Idaho driver’s license.

Demonstrate respect to fellow employees and customers.

Travel Requirements:

Local travel is occasionally required;

Out of town travel may be required for training purposes.
