Herb Blomquist
Herb has worked in the public sector since 2001. He began his career with the City of Watertown, South Dakota as the Public Works Director. While in Watertown, Herb was responsible for the planning, training, operations, and administration of a 55 person Public Works Department and equipment fleet of 100+ vehicles for a city of over 20,000 citizens, along with managing a budget in excess of $10 million. He coordinated construction of several major street, sanitary sewer, and storm sewer projects, a city convention center project, an airport runway renovation project, and several economic development projects.

Herb currently serves as the Director of Public Works for the City of Edmond, Oklahoma, where he oversees the Public Works Administration, Field Services, Solid Waste, Facilities Maintenance, Fleet Management, and Vehicle Maintenance functions for Public Works in the City of Edmond. A big portion of Herb’s time is spent on working with his departments to continue to provide quality customer service to the public during a period of shrinking budgets and other cost cutting initiatives.

Herb has been an active member of APWA since 2001, serving as the South Dakota Delegate for 6 years. He currently is involved with the Central Oklahoma Chapter and looks forward to chapter leadership opportunities in the future.

Herb holds a Bachelor of Science in General Engineering from the United States Military Academy and a Master of Business Administration from Oklahoma City University.

Herb states, “I have worked in public service for the past nine years and really enjoy positively contributing to my community every day. I learned about the Norwich MPA program through APWA and am extremely impressed with the courses offered, the expertise of the faculty, and the reputation of Norwich University. As a Public Works Director, I have received a lot of practical experience and specialized training in the public works profession. The MPA program will further enhance my experience by providing me the tools, training, and knowledge to better understand how governmental processes work. I intend to use what I learn in the MPA program to benefit my community and to make it a better place to live.”

Thomas H. Fass, P.E.
Tom was commissioned into the U. S. Army on September 14, 1984 following graduation from Virginia Tech and assigned to the U.S. Army Corps of Engineers. He served in a variety of engineering and staff assignments throughout his military career, most notably as the executive assistant to the Chief of Engineers during 9/11 and in his final assignment commanding a military community of 17,000 in Germany. In 2005 he retired from the U.S. Army as a Lieutenant Colonel and began a second career with Hillsborough County Public Works as the Manager of the Projects Management Section overseeing the Transportation & Stormwater Capital Improvement Program for Hillsborough County. He holds a Bachelor of Science Degree in Civil Engineering from Virginia Tech and a Master of Science Degree in Civil Engineering from Georgia Tech. Tom is a registered Professional Engineer in the State of Florida and Virginia. He and his family reside in Tampa, Florida.
