Preparing for the New 2014 Stormwater Regulations

This may be the most important education you attend all year. The new stormwater regulations will be out for public comment in June 2013 and are scheduled for implementation in January 2014. Enforcement and accountability are likely to be enhanced in all-new permits for most cities and towns. So if you’ve been coasting, it’s time to dust off and pony up.

This Public Works Summit doesn’t focus on vendors, and we aren’t looking at academic research. This is a real How-To summit that focuses on what you will need to do, and how you will need to do it. Experts from EPA, APWA, and other practitioners will be on hand to discuss how the new regulations will affect your community, present real case studies, and show you innovative approaches to water quality. In this Summit, you will learn…

• what the new regulations say and mean to your community;
• first-hand from practitioners how TMDLs work, can be implemented and maintained;
• broad, national level talking points to help illustrate the issues and better prepare you to address your concerns to EPA, elected officials and stakeholders questions/concerns;
• how to write Local ordinances that are likely to change based on new regulations;
• how the costs of compliance could affect development costs;
• how watershed-based permitting has been discussed based on existing model programs in resource-rich areas and could require compliance regardless of political boundaries;
• how new regulations could significantly impact negotiations for water rights in terms of stream base flow and groundwater recharge;
• and much more.

Chicagoland’s Public Works Stories

Locals refer to Chicago and its surrounding communities as Chicagoland. The public works professionals in this region are doing an amazing job meeting the current and planning for the future infrastructure needs of the area’s approximately 9.8 million residents. Their stories are featured throughout the Congress Education Program. Check out sessions that range from sustainable stormwater solutions and green infrastructure goals to graffiti abatement; complete streets; transit and active transportation solutions; capital project planning and financial cost savings, Illinois’ Mutual Aid Network; and fighting the emerald ash borer. Of special note, on Monday afternoon, officials from the City of Chicago will participate in “Make No Little Plans” – Chicago’s Epic Public
Works Story.
 

Public Works Camp: “Right-This-Minute” Topics 

How many times have you attended a conference and wished that issues that are in the forefront of your mind right now, this very minute—could be discussed in a forum or facilitated discussion? 

While the Congress Program Review Committee and staff spend long hours building a diverse program of sessions and workshops, sometimes the planning timeline prevents us from addressing issues that are on your mind right now. To remedy that, we are setting aside a couple of specific times and rooms for attendees to learn from each other about issues that you bring to the table—be it regulatory compliance, best practices, new ideas, or challenges.

CEU Credits

.1 CEU = 1 PDH (Professional Development Hour)
APWA's education sessions and exhibit showcase presentations are eligible for CEU credit. Your registration covers the processing fee. The CEU is a nationally-accepted measure of participation in continuing education activities. By obtaining them, you can demonstrate to your employer and to certifying and licensing authorities that you are learning new skills and keeping current with changes in the industry. Instructions about how to receive these valuable credits are in your onsite materials, and the learning objectives for each session are on the website. APWA is an International Association for Continuing Education and Training (IACET) Authorized Provider of CEUs.
