* National RTAP program management and oversight

Dave focuses on rural and small-community transit issues at APWA. He oversees the National RTAP program that is funded by the Department of Transportation Federal Transit Administration, which includes staffing the National RTAP Review Board. Dave oversees all aspects of the program and represents the RTAP program at seminars, meetings and conferences, and facilitates exchange of information and networking opportunities for state RTAP managers through e-mail and conference calls.
