Karen Bloodworth has joined the APWA staff as Professional Development Program Manager. Karen serves as the staff liaison to three of our PET committees: Emergency Management, Facilities & Grounds, and Fleet Management.
Previously, she spent 12 years at Oklahoma State University's Center for Local Government Technology. As a Local Government Specialist, Karen served as an educational resource for a variety of clients, provided oversight for the Oklahoma APWA Chapter offices at OSU, and served as an instructor.
Karen received her Bachelor of Science degree in Marketing at Oklahoma State University. She has one daughter, Gina, who is completing her doctorate in Water Policy & Water Management at Penn State University.
Dave Draz has joined the APWA staff as a Professional Development Program Manager. He will work with the professional, educational and technical committees.
Dave has served in several local government operational areas including public works, fire, community services and city management. He also has served as a technical advisor for a local government training and information network.
Dave received a B.A. in political science and a Master of Public Administration from the University of Kansas. He resides in Kansas City, Missouri.
Matt Grizzard has joined the staff as Manager, Rural Programs. In this position he will be working with the National RTAP program handling the day-to-day management of the website (www.nationalrtap.org) and working to develop and promote National RTAP's products and resources.
Over the past four years Matt has worked in various capacities for an association management company, most recently as the Deputy Director of Certification for the National Board for Certification in Dental Laboratory Technology. In this position he had primary responsibility for developing and implementing the organization's marketing plan. Previously he was the Member Services Manager for the Smart Card Forum, a 225-member high technology trade association. In this capacity he oversaw the organization's recruitment and retention plans.
Prior to his association career, Matt enjoyed a twelve-year career as the General Manager of a True Value Hardware Store.
Currently, Matt lives in the suburbs of Washington, D.C. with his wife and two daughters.
Brent Paloutzian has joined the Kansas City office as a Web Developer. In his spare time he runs a Web and Multimedia development company from his home in Kansas City, Missouri.
Prior to joining APWA, Brent spent three years as a Senior Account Executive at BizSpace, an online publishing company covering the telecommunications industry, where his primary responsibilities included generating advertising revenue and developing new advertising programs. He was also involved in door-to-door vacuum cleaner sales for four years, but please don't ask him to clean your carpets.
Brent has nearly completed the requirements for an Associates of Applied Science degree in Computer Science Information Systems with an emphasis in Multimedia Technology.
Lillie Plowman rejoins the staff at APWA as Publications Marketing Specialist. Previously she worked for APWA as an Education Program Development Manager in the Education Department and was the staff liaison for the International Affairs Committee.
Most recently, Lillie was employed as a Training Design Specialist with the corporate headquarters of Payless Cashways, Inc., where she was responsible for developing leadership training for store associates. Prior to that she was employed as a Consultant for The Learning Exchange, where she was responsible for managing a $500,000 fund, community event planning, writing brochures and other marketing material, and publishing a weekly CSP News Advisory. She is a published author and freelance writer.
Lillie holds a bachelor's degree in History and Secondary Education from Saint Mary College and a master's degree in Adult and Continuing Education from Kansas State University. She and her husband, Jeremy, reside in Lee's Summit, Missouri.
