This document provides uniform response, recovery and remediation guidance for water utility actions in response to man-made and/or technological emergencies. The guidance was developed as an initiative of EPA’s Water Protection Task Force. The intent of this guidance is to provide the minimum actions that EPA recommends be carried out by a water utility. Water utilities ought to consider whether the actions contained within this guidance have been thoroughly coordinated with these entities. Throughout this guidance “water system” includes the “system” elements of source water (ground and surface), drinking water treatment, drinking water distribution and storage, wastewater collection and wastewater treatment.

This document from the EPA is intended to be an action oriented document to assist drinking water utilities, laboratories, emergency responders, state drinking water programs, technical assistance providers, and public health and law enforcement officials during the management of an ongoing contamination threat or incident. The Response Guidelines are derived from the content of the six full modules of the Response Protocol Toolbox. While the Response Protocol Toolbox provides detailed information, the Response Guidelines are to be viewed as the application of the same principles during an actual incident.

RESOURCES REGARDING SNOW AND ICE REMOVAL

Snow and ice removal may be considered emergencies in temperate climates where even small amounts of ice or snow can have a tremendous impact. However, most communities that deal with significant snow events have an emergency snow action plan. Even for those communities, snow events are considered emergency situations whereby considerable planning and varying snow emergency actions are taken before, during and after. An emergency plan must/should be in place to accomplish the unplanned or over extended storm. Without a plan we would jeopardize response time to emergency situations resulting from snow activities, accidents from roll-overs to head-on and worst to fires because of ice and snow to collapsed roofs. The APWA offers several publications which can be of assistance in establishing a snow and ice removal policy.
