Emergency Management: FEMA
The Department of Homeland Security’s National Protection and Programs Directorate (NPPD) has created a centralized web page on www.DHS.gov, called Hometown Security, to make it easier and more efficient for the public to find free useful community tools and resources about security protective measures. The webpage was created to assist in the outreach efforts to communities nationwide, to reach small and medium size businesses that attract large numbers of people, including but not limited to restaurants, clubs, grocery stores, places of worship and other venues that enable communities to thrive.
SAFECOM was formed in 2001 after the terrorist attacks of September 11, 2001 as part of the Presidential E-Government Initiative to improve public safety interoperability, allowing emergency responders to communicate effectively before, during, and after emergencies and disasters. SAFECOM’s mission is to improve designated emergency response providers’ inter-jurisdictional and inter-disciplinary emergency communications interoperability through collaboration with emergency responders across Federal, State, local, tribal, and territorial governments, and international borders.

This document (FEMA P-1025) provides guidelines for implementing risk-informed decision making in a dam safety program. The intended audience is Federal agencies that own or regulate dams. The guidelines could also be applied to non-federally owned or regulated dams that can impact federally owned or regulated facilities; however, this would require the cooperation and involvement of the non-Federal dam owner (2015).
The purpose of this document (FEMA P-1016) is to stress the importance of understanding the sequences of events leading to failure of concrete dams and selecting analysis methods that address these specific events (2014).
Hazus is a nationally applicable standardized methodology that contains models for estimating potential losses from earthquakes, floods and hurricanes. Hazus uses Geographic Information Systems (GIS) technology to estimate physical, economic and social impacts of disasters. It graphically illustrates the limits of identified high-risk locations due to earthquake, hurricane and floods. Users can then visualize the spatial relationships between populations and other more permanently fixed geographic assets or resources for the specific hazard being modeled, a crucial function in the pre-disaster planning process.
Monthly webinars which address continuity-related topics and include presenters from varied backgrounds and experiences. The webinars feature new continuity topics once a month and are free to the public. In addition to airing live, each webinar is recorded and viewable after it completes.

FEMA’s Emergency Management Institute (EMI), in Emmitsburg, Maryland, offers training on topics related to floodplain management, mitigation, and construction, including the basic CRS course (E278). These are oriented to local building, zoning, planning, and engineering officials. Tuition is free for state and local government officials, travel stipends are available, and on-campus lodging is free. Free transportation is provided from the airport to the campus and back to the airport. The only out-of-pocket expense is a meal ticket—all-you-can-eat breakfast, lunch, and dinner.
