Project Delivery for the 21st Century

For public works professionals, building major public improvements for their communities can be a significant part of their work. Thus, early discussions of such improvements usually include answering the question of which project delivery method will be used for the project. We have prepared this webinar with such discussions in mind.
There is also a wide range of familiarity with project delivery methods in public works agencies. Depending on community size, significant projects may come yearly, or once in a career. For those in public agencies with large staffs and yearly projects, public works professionals can view this webinar to familiarize and train junior project managers. For smaller communities where projects are rare, public works professionals and city engineers can view this webinar to brush up on seldom used terminology.
We also intend this webinar as a tool to help familiarize elected officials and nontechnical staff with the strengths, weaknesses, and applicability of project delivery systems. We do this by discussing common systems in simple nontechnical terms. Our hope is that this session contains information that users can quickly consume, understand and apply when preparing to deliver a project for their community.
Besides an review of traditional project delivery formats, the webinar includes a discussion on Design Build, and closes with a discussion on new methods and research in the field of Project Delivery.
This webinar is a production of the Engineering and Technology Committee of the American Public Works Association.
After viewing this program, participants will be better able to:
* 1) Determine the appropriate project delivery methods to use for different types of projects.
* 2) Communicate the strengths, weaknesses and applicability of project delivery systems to elected officials and non-technical staff.

||Dr. Ceki Halmen, Ph.D., P.E

Ceki Halmen received a B.S. degree in civil engineering from Bogazici University, Istanbul, Turkey, in 1998, a M.Sc. degree and a Ph.D. degree from Texas A&M University, College Station, TX, in 2000 and 2005, respectively. From 2005 to 2008 he worked at the Constructed Facilities Division of the Texas Transportation Institute as a Post Doctoral Research Associate.
Before joining the Civil Engineering Department of UMKC in 2008, he worked on different state and federal funded research projects including development of a recommended practice for use of controlled low strength materials in highway construction, use of Metakaolin in concrete, evaluation of accelerated and standard corrosion test methods for steel reinforcement in concrete, early strength and durability of high volume fly ash concrete, and others.
His teaching and research interests include construction materials, durability of cementitious material systems, construction methods, planning, estimating, and scheduling. He is a licensed professional engineer in Missouri.
||Dr. Douglas D. Gransberg, Ph.D., P.E.
Iowa State University
Douglas D. Gransberg, Ph.D., P.E., is the Donald and Sharon Greenwood Professor of Construction Engineering at Iowa State University. He received both his B.S. and M.S. degrees in Civil Engineering from Oregon State University and his Ph.D. in Civil Engineering from the University of Colorado at Boulder. He is a registered Professional Engineer in Oklahoma, Texas and Oregon, a Certified Cost Engineer, a Designated Design-Build Professional and a Fellow of the Royal Institution of Chartered Surveyors in the UK.
Before moving to academia in 1994, he spent over twenty years in the U.S. Army Corps of Engineers retiring at the rank of lieutenant colonel. In his final posting, Professor Gransberg was the Europe Districtâ€™s Area Engineer stationed in Ankara, Turkey where he managed an annual design and construction program that exceeded $200 million.
He teaches courses in integrated project delivery, cost estimating, project controls, and project management. His research is centered in the delivery of infrastructure/ transportation projects. Dr. Gransberg is currently leading the effort to develop the AASHTO Guidelines for CMGC project delivery and Guidebook for Alternative Quality Management. He was also one of the co-authors of the AASHTO Guide for Design-Build Contracting.
He also owns Gransberg & Associate, Inc. a construction management/project delivery consulting firm. To keep his consulting synergistic with his teaching, he provides RFQ/RFP development services to public agencies as well as CMGC and DB proposal development services to engineers and consultants.

Dennis Randolph, PE, PTOE, PTP has more than 42 years of experience in transportation engineering. Having worked for a variety of agencies in Michigan and Virginia he currently is the Director of Public Works for the City of Grandview, Missouri.
He also has experience with several private firms including Transcore, Wade-Trim and Goodell-Grivas. He serves as an adjunct instructor at the University of Missouri-Kansas City and has 25 years of classroom instruction experience. He has been recognized as a Top 10 Public Works Official by APWA in Michigan and has authored key APWA publications such as PROJECT DELIVERY â€“ A Guidebook for Public Works Officials.
He has a BS and MS in Civil Engineering from Wayne State University and a Master of Public Administration from Western Michigan. He currently serves as an Organizational Director â€“ Local Government for the Transportation Professional Certification Board.

David M. Shelton is Senior Vice President at DesignSense Incorporated, a strategic acquisition planning and program management consulting firm located in Lenexa, Kansas. Mr. Shelton is also a licensed architect and contractor, a DBIA Designated Design-Build Professional and has nearly 35 years of experience in design and construction management, design-build, criteria development and owner representative services.
Having provided acquisition consulting services on more than 100 design-build projects throughout the U.S., Mr. Shelton is a dynamic speaker and proponent of â€œdesign-build done right.â€ He has been a guest lecturer at schools of design and construction, including Kansas State University, the University of Nebraska, the University of Kansas, the University of Missouri and Pittsburg State University and has presented on the topic of performance-based design-build to industry groups from California to Connecticut.
Mr. Sheltonâ€™s portfolio of professional work includes notable projects such as the post-Katrina Inner-Harbor Navigational Canal Project for the U.S. Army Corps of Engineers, the Research Support Facility for the U.S. Department of Energy (NREL Campus), the Economy Parking and Operations Center for Kansas City International Airport and DBIA design-build training for the Panama Canal Authorityâ€™s expansion of the Panama Canal.
Mr. Sheltonâ€™s leadership in sustainability and green building innovation are evident in many notable and award-winning projects such as the first-ever LEEDÂ® certified facility for the Air Force (A-10 Composite Facility, Ft. Smith, Arkansas) and what has been cited as the worldâ€™s most energy efficient office building; the LEED Platinum Certified, Net-Zero Energy Research Support Facility on the Colorado Campus of the National Renewable Energy Laboratory.
Mr. Sheltonâ€™s blog, â€œHigh Performance Outcomes,â€ is an ongoing discussion of the project ownerâ€™s role in design-build project delivery. Beyond the publication of trade articles, project case studies and technical white papers, he produces the â€œ3PQ Film Series,â€ a series of educational design-build documentary films based on the â€œ3PQ Strategic Project Acquisition System.â€
