Handling Tree Debris Removal After a Major Snow Storm


Last year, a couple uncharacteristically heavy October snow storms pummeled much of North America.  The storms caused school closures, knocked out power to homes and businesses and made driving conditions difficult. The storms, which hit so early in the season that many trees had not yet lost their leaves, caused branches to snap from the weight of the snow and toppled trees onto power lines, homes, and cars. The volume of tree waste was astronomical and a huge burden on cities and towns across the country.


This program will focus on how the City of Fort Collins CO and the City of Greeley, CO dealt with the abundance of tree damage from these early season storms.  Included in this program are how they dealt with the damage, what and how they removed the debris and how they involved their citizens.


 After viewing this program, participants will be better able to:



  • Conceptualize how to deal with debris removal

  • Organize the debris clean-up effort

  • Communicate clean-up efforts with the citizens


This program has been approved for .2 CEUs or 2 PDHs. Please note there is a $7 fee per non-member individual requesting CEUs - there is no fee for members.

Larry Schneider is the Streets Superintendent for the City of Fort Collins. He decided to become a Public Works Professional 30 years ago so that he could inspire, coach employees and make a difference to the Fort Collins community, following his mentor’s lead of fostering his love and knowledge of great customer service.

Larry Schneider is a past president of the APWA Colorado Chapter and was the 1995 recipient of the William J. Korbitz Colorado Public Works Leader of the Year award. The board of the Colorado APWA chapter nominates their favorite leader for the award, and, of all of his 20 different awards, this one is kept in a very special place…his heart. Larry also started the APWA Western Snow & Ice Conference, which he currently chairs as the conference enters its 32nd year.

Jerry has worked for the City of Greeley for 32 years. With 22 year as the Street Superintendent.

Jerry has been an actively involved member of APWA. He is currently on the Western Snow and Ice Roadeo Committee and is a past member of the APWA Colorado Chapter.

Supervisor, Public Works Maintenance
City Of Overland Park Public Works
Overland Park, KS

Ron Ditmars is a Public Works Maintenance Supervisor for the City of Overland Park Kansas. In February 2002 a broad spread ice storm hit Overland Park, damaging many of the city trees. Ron was involved in coordinating implementing and supervising the debris clean up.

For 18 years prior to his employment with Overland Park Mr. Ditmars worked in the private sector as a Supervisor for bridge construction and repair. Ron also had prior experience contracting tree clean up in the city of Topeka early in his career.

Mr. Ditmars is active in the KC Metro APWA having served one year on the board of directors and has served on the Missouri Kansas Street Supervisors (MoKan) committee as chair and member since 1999. He was a member of the 2004 North American Snow Conference organizational committee, and is a past presenter for the conference.

Ron is a graduate of Kansas State University and a Kansas Certified Public Manager. He is also a certified ATSSA and IMSA trainer in various work zone and traffic applications. In addition Ron is active trainer for the Kansas City Snow and Equipment Expo.
