The Public Works Manager (PWM) program is Level 2 of the Leadership and Management career path offered through the Donald C. Stone Center. Because the role of middle management in the public works arena often includes implementing system changes, managers must be capable of maintaining full functionality within their organization throughout the change process. Effective managers develop acceptance of change by motivating staff and building the momentum required to accomplish the goals of updating the system.

Entry Requirements:
  • Successful completion of the DCS Center's Level 1 Public Works Supervisor program, or
  • 8 years of experience  working within public works and an associate’s degree, or
  • 5 years of  experience working within  public works and a bachelor’s degree
  • Relevant public works military experience will be considered.

Completion Requirements:
  • Benchmark your current status by taking a knowledge assessment
  • Develop a professional development plan based on the results of the knowledge assessment
  • Document execution of your professional development plan through online journaling
  • Complete an American Public Works Association's authorized institute
  • Develop a public works project
  • Pass the post program assessment (80% required to pass)

  • Application fee = $50 (non-refundable)
  • Participation fee = $199 members/$299 nonmembers (non-refundable) 
  • Institute fees = Prices vary, depending on institute selection
  • Institute materials fees = Prices vary (books, software, etc.)
