The most valuable service on this site is the Civil Engineering Database, which covers ASCE documents published since 1975. It provides access to all its journals, conference proceedings, books, standards, manuals, magazines, and newsletters. The site also includes legislative updates and ASCE congressional testimony. There are online discussion forums for members only.

This site is the online homebase for the Federal Highway Administration's (FHWA) Highway Community Exchange "Community of Practice". This CoP's site is dedicated to the open exchange of information and knowledge about a variety of issues that are important to all members of the Highway Community. Participation is open to everyone. This site will be updated continuously, so it is important to visit often. This site is accessible to FHWA staff and members of the general public. Grant Anticipation Revenue Vehicles (GARVEE bonds) are a financing instrument that enables states to fund transportation projects based on anticipated receipt of future federal funds. Specifically, states (or local agencies) can issue GARVEE bonds for transportation projects using future federal highway funds to repay the principal, interest, and any other costs associated with the issuance of the bonds. The use of GARVEE bonds was authorized by the National Highway System Designation Act of 1995. The act expanded the types of bond-related costs that could be financed by federal highway funds. While the total amount of federal funds states receive remains unchanged, they can now use a portion of those funds for debt-financing. Prior to 1995, states could only use federal highway funds to repay the principal on bonds- a restriction which substantially limited a state’s ability to leverage future federal highway funds.
